Actually the way cloudflare is doing it already the world of how email gates things now. It's a system of getting on the right whitelists and getting your IPs excepted off of blackhole lists just to be able to send and not get filtered. It drives everyone to use one a few providers to funnel your traffic through giving them all the power.
I am working on a DNS based agent discovery and identity spec that is in line with your thinking.

True. I see this one even worse because they are acting as a bouncer where they are the ones whitelisting not you (the end service)
